David Liebes, CPCU is the Regional President of Hays Companies, a premier national insurance brokerage. Throughout his 25 year career, he has provided insurance and risk management services to a wide variety of clients, ranging from start-ups to multi-billion dollar Fortune 500 companies.

While capable of handling any type of risk, David’s experience includes technology, alternative energy, life sciences, transportation, manufacturing, and higher education industries. The majority of his clients are headquartered in California, with offices and plants throughout the world. As a Bay Area native, he has a strong understanding of the region’s business community and the increasing complexities of its business environment.

With a strong belief in continuing education to help him meet his client’s needs, David has obtained his Chartered Property Casualty Underwriters (CPCU) designation; a CPCU must pass 10 national examinations covering such diverse subjects as risk analysis, insurance law, ethics, accounting, and management. He has developed exceptional expertise in executive management liability (manuscript Directors’ & Officers, Employment Practices, & Professional Liability polices) and large, multinational, property and casualty risks.

David’s clients view him as a consultant rather than a transactional broker. He becomes an extension of their management team by providing value added services such as: ensuring legal compliance, implementation of risk control programs to reduce frequency and severity of losses, disaster contingency planning, and by performing detailed policy reviews to ensure the most comprehensive coverage at the most competitive price.

Much of David’s success is fueled by his own customer service philosophy, “As a consumer, I demand quality service and I hold myself accountable to the same high standard in servicing my clients. If I am not meeting or exceeding their needs, I would not expect to retain their business.”

Vice President | Executive Risk

Bill Dougherty is Vice President of Hays Companies Property and Casualty division, where he is responsible for consulting with clients regarding Management Liability exposures and insurance. Additionally, he is involved in business development, client relationships and insurance marketing.

Bill began his insurance career with the Fidelity & Deposit Company of Maryland, which was later acquired by Zurich Financial Services. During his tenure with Zurich, he was an underwriter and business development manager in the Surety and Financial Services Units of Zurich, and later promoted to Regional Vice President of Northwestern Region. Following Zurich, Bill joined Woodruff-Sawyer & Co., where he managed the Financial Services team specializing in consulting financial services firms such as Banks, Insurance Companies, Private Equity firms in structuring their Directors & Officers Liability, Professional Liability, and Financial Institution Bond.

Bill attended the University of California, Berkeley earning a Bachelor’s Degree in Economics and Sociology. He is a Certified Insurance Counselor (CIC) and Registered Professional Liability Underwriter (RPLU).

Elizabeth Horn | CPCU
Vice President | Property Casualty

Elizabeth E. Horn is Vice President of Hays of California’s Property and Casualty division, as she is responsible for overseeing the implementation and service activities of our Account Management staff. Her responsibilities include providing consultative risk management and insurance services for many of our key clients. Additionally, her areas of responsibility also include implementing Hays’ best practices and quality control initiatives.

Throughout Liz’s career, she has continued to develop knowledge and expertise in emerging issues and trends in the risk management and insurance fields. She attained her Chartered Property and Casualty Underwriter (CPCU) designation in 1995 and continues to expand her knowledge and disciplines by participating in various legal and subject matter seminars and by attending classes relating to her work in the insurance industry.

Experience
Liz joined the Hays Group in 2009.   With over 30 years of insurance experience she has garnered expertise in the property and casualty insurance fields in addition to specialized areas of expertise in the fields of Executive Risks, Professional Liability/E&O, and Cyber/Privacy related risks.  Her past experience includes working with the world’s largest brokers and underwriters, including AIG, Sedgwick / Marsh Risk Services and Woodruff-Sawyer & Co.
